Perhaps for drinkdriving, minimum sentences must be imposed and not be jus left to a judge sentencing decisions, as all of us cld be potential victims.
Think that no excuses (whether youths or persons of any age) whatsoever but law can then be merciful and look at the mitigating factors. If intention not important, who will learn to drive and exercise the utmost care. Perhaps the one killed (moot) will be the best person to decide on the sentence (not the judge).
Not to incriminate but indeed intention is hard to prove beyond certainty.
Punishment for drink-driving shld be severe enough as it is a often a prelude to more serious accidents. Driving when licence is suspended smacks of very bad intentions, morally repugnant even though not to kill but still a damaging testimony to the reckless character of the driver.
Shld not be jus monetary, otherwise like post-paid licence to kill ...
Should not be concurrent as it sends a message that one can account for one's act at one go, whereas punishment needs to be in stages so that every error is accounted for, in order for people to truly learn.
A driver without good judgement and character should not be on the roads. Rashness and negligence are manifestations of these. Even in other aspects of life, all of us have to account with our lives for the judgement and decisions we make, so should drivers who knock dead or knock down others
